I have a bit of experience doing this because I used to host listen servers on GMod, TF2 and Minecraft to play with friends and I often used them to playtest maps. Nonetheless, hope that helps you even if it's not the best I can give you.
Your friends won't be able to join you if you have sv_lan set to 1 or if you send people your local IP as that only lets people on the same network (typically people in the same house or area) as you join. After it's all set up, make sure you look up what your IP is and make sure sv_lan is set to 0 in the developer console. It would be better if you watched a YouTube video on how to do it, also it varies on what ISP you're with and the router you have. After you log in, go to forwarding or what your router company refers to it as and open up a suitable port, most people go for 27015 or somewhere around that number. Usually you have to go into command prompt (Windows+R, type in cmd.exe), type ipconfig and then copy the IPv4 address into your browser, you then log in with your user and password referred to on the router unless the password has been changed otherwise. It's only up for the time that you're actually on the server though unless you use a client of some sort which can host the server for you but I won't go into many details (solely because it's been over 6 years since I last portforwarded). For me, I was able to portforward to make a listen server.
